Who decides whether playing handball with resin is allowed or not?

The IHF initially only stipulates that both types of handballs are permitted in official games if they meet the specified size and weight standards. The final decision regarding the use of resin does not lie with the IHF but rather with the venue operators. Even if the IHF permits the use of resin, a sports hall can prohibit it due to cleaning and maintenance requirements. Therefore, conditions and regulations vary from place to place. Some regional associations are already completely banning the use of resin to standardise conditions across leagues.

What is the difference between balls played with resin and balls played without resin?

The IHF has revised the ball regulations to specify the size of balls for use with and without resin. Balls without resin are significantly smaller and slightly lighter in all sizes. This allows the ball to be thrown and caught more easily, even without using resin. Additionally, the surface of resin-free balls has special properties designed to simplify gripping. For example, the surface may be water-absorbent or feature stronger, more textured contour grooves. Some balls can also be played with lower air pressure, allowing the fingertips to sink in deeper without negatively affecting the bounce behaviour. However, the special surface structure also means that using resin would significantly damage the ball.
