Should resin-free balls completely replace resin?

No. The aim is rather to offer an alternative when resin use is not allowed in a particular region or sports hall. More and more sports halls are banning the use of handball resin due to severe contamination. Additionally, some regional associations are already agreeing to completely ban the use of resin. This means that in some amateur leagues, only resin-free handball is played, even if the sports halls would partially allow resin.

Who decides whether playing handball with resin is permitted or not?

The IHF initially only stipulates that both types of handballs are allowed in official matches if they meet the specified size and weight standards. The final decision on the use of resin therefore does not lie with the IHF, but rather with the sports hall operators. Even if the IHF permits the use of resin, a sports hall can prohibit resin use due to cleaning and maintenance requirements. Conditions and regulations thus vary from place to place. For this reason, some regional associations are already completely banning the use of resin to standardise conditions across leagues.
